Which backup quarterback do you believe has the best chance to make a big fantasy impact this season?

A hate to say it but it depends. Are we talking about a backup QB who is now starting? If that is the case then Brian Hoyer for Cleveland has to be the top choice. If it is which current backup could make a big fantasy impact, then my vote is Nick Foles, PHI. 
Mike Vick is injury prone and if Foles gets the nod he could really explode with the Kelly offensive scheme.
