Fantasy Index "Ask the Expert" Question: Which new starting QB has the most value?

Fantasy Index "Ask the Expert" question: Several teams could be starting new quarterbacks on Sunday -- Miami, St. Louis, Cleveland, TB -- or in the next few weeks (SEA, SF, KC, TEN?). Which quarterback situation, if any, has the most fantasy value?

Yesterday I would have said Chad Henne at Miami has the most fantasy value because his competition is out for the season (Dolphins placed Pennington on IR). However, the fins trade for Tyler Thigpen muddies the water some and may shorten the leash Chad gets. If Hasselbeck misses any more time I like Seneca Wallace because of the quality of WRs and more importantly the O-line. Kyle Boller and Derek Anderson lose points because they will be throwing off their back foot all day due to OL issues.
